Ottawa, ON – June 19, 2025 – Malcolm Brown, Chair of the Board of Directors of the Institute on Governance (IOG) is extremely pleased to announce the appointment of Allen Sutherland as its new President and Chief Executive Officer, effective June 23, 2025.

Mr. Sutherland brings over 25 years of senior experience in Canada’s federal public service, with a distinguished record in public policy, democratic governance, and institutional reform. Most recently, he served as Assistant Secretary to the Cabinet, Machinery of Government, at the Privy Council Office, where he also held responsibility for Democratic Institutions. In that role, he advised the Prime Minister on the structure and functioning of Cabinet, constitutional conventions, the responsibilities of ministers, relations with the Crown, and measures to safeguard democracy from mis- and disinformation.

“On behalf of the Board, I am delighted to welcome Allen to the Institute,” said Malcolm. “Few people in Canada have engaged more deeply with governance issues over the past decade than Allen. His extensive experience at the centre of government, his deep understanding of the principles that underpin democratic institutions, and his unwavering commitment to public service make him exceptionally well-suited to lead the IOG into its next phase of impact and growth. His appointment is the result of a thorough national search led by the Board.”

Mr. Sutherland holds a Master in Public Policy (MPP) from the John F. Kennedy School of Government at Harvard University and a Bachelor of Arts (Honours) from Queen’s University. He lives in Ottawa with his spouse and three children.

Monsieur Sutherland, qui cumule plus de 25 ans d’expérience dans des postes de direction au sein de la fonction publique fédérale canadienne, entrera en poste le 23 juin 2025. Tout récemment, il occupait le poste de secrétaire adjoint au Cabinet, Appareil gouvernemental et Institutions démocratiques du Bureau du Conseil privé, où il était également responsable des Institutions démocratiques. Dans ce rôle, il conseillait le premier ministre sur la structure et le fonctionnement du Cabinet, les conventions constitutionnelles, les responsabilités ministérielles, les relations avec la Couronne, ainsi que les mesures visant à protéger la démocratie contre la désinformation.

Monsieur Sutherland est titulaire d’une maîtrise en politiques publiques de la John F. Kennedy School of Government de Harvard et d’un baccalauréat ès arts (avec distinction) de l’Université Queen’s. Il réside à Ottawa avec sa conjointe et leurs trois enfants.
