Allen Sutherland

President and CEO

Mr. Allen Sutherland was appointed as President and CEO of the Institute on Governance (IOG) as of June 23, 2025. In this role he provides strategic direction and day-to-day leadership for IOG’s operations. Prior to joining IOG, since May 2014 he had served as Assistant Secretary to the Cabinet, Machinery of Government, within the Government of Canada’s Privy Council Office. Additional duties for Democratic Institutions were added in September 2016. In this capacity, he provided advice to Prime Ministers Harper, Trudeau, and Carney on the structure and organization of government, including the Cabinet decision making process, relations with the King and Governor General, the interpretation and application of the constitutional principles and conventions that underpin responsible government, protecting democracy from mis and disinformation, the effective functioning of democratic institutions, and the roles and responsibilities of ministers.

Previously, he was the Assistant Deputy Minister of the Learning Branch, Employment and Skills Development Canada (ESDC). He also served in other positions within ESDC, including Associate Assistant Deputy Minister, Strategic Policy and Research Branch, and, within the same Branch, as Director General, Labour Market Policy, and Director General, Strategy and Integration.

Mr. Sutherland has worked in the Canadian federal public service for over 25 years. As a public servant, he has held policy, planning and research positions in the Privy Council Office, the Policy Research Initiative, the Department of Global Affairs, and the Department of Innovation, Science and Economic Development.

He holds degrees from the John F. Kennedy School of Government, Harvard University (MPP) and Queen’s University (BA Hon).

Mr. Sutherland lives in Ottawa, Ontario with his spouse and three children.

M. Allen Sutherland a été nommé président-directeur général de l’Institut sur la gouvernance. Il est entré en fonction le 23 juin 2025. À ce titre, il assure la direction stratégique de l’organisation ainsi que la gestion quotidienne de ses activités.

Avant de se joindre à l’Institut, M. Sutherland occupait le poste de secrétaire adjoint du Cabinet (Appareil gouvernemental) au Bureau du Conseil privé, poste qu’il a occupé depuis la mi-2014.

En septembre 2016, il s’est vu confier des responsabilités supplémentaires liées aux institutions démocratiques. À ce titre, il a conseillé les premiers ministres Stephen Harper, Justin Trudeau et Mark Carney sur la structure et l’organisation du gouvernement. Il les a également appuyés en ce qui concerne le processus décisionnel du Cabinet, les relations avec le roi Charles III et le gouverneur général du Canada, ainsi que l’interprétation et l’application des principes et conventions constitutionnels qui encadrent le gouvernement responsable. Son rôle a aussi porté sur la protection de la démocratie face à la désinformation, le bon fonctionnement des institutions démocratiques et les rôles et responsabilités des ministres en poste.

Auparavant, M. Sutherland a été sous-ministre adjoint à la Direction générale de l’apprentissage à Emploi et Développement social Canada (EDSC). Il y a également occupé plusieurs autres fonctions, notamment à titre de sous-ministre adjoint associé à la Direction générale des politiques stratégiques et de la recherche, de directeur général des politiques du marché du travail, ainsi que de directeur général de la stratégie et de l’intégration.

M. Sutherland œuvre au sein de la fonction publique fédérale depuis plus de 25 ans. À titre de haut fonctionnaire, il a occupé des postes liés aux politiques publiques, à la planification et à la recherche, notamment au Bureau du Conseil privé, à l’Initiative de recherche en politique, à Affaires mondiales Canada et à Innovation, Sciences et Développement économique Canada.

Il est titulaire d’une maîtrise en politiques publiques (MPP) de la John F. Kennedy School of Government de l’Université Harvard, ainsi que d’un baccalauréat ès arts (avec distinction) de l’Université Queen’s.

M. Sutherland réside à Ottawa avec sa conjointe et leurs trois enfants.
