Mr. Allen Sutherland was appointed Assistant Secretary to the Cabinet, Machinery of Government, within the Government of Canada’s Privy Council Office in May 2014. Additional duties for Democratic Institutions were added in September 2016. He provides advice to the Prime Minister on the structure and organization of government, including the Cabinet decision making process, relations with the King and Governor General, the interpretation and application of the constitutional principles and conventions that underpin responsible government, protecting democracy from mis and disinformation, the effective functioning of democratic institutions, and the roles and responsibilities of ministers.

Prior to this appointment, he was the Assistant Deputy Minister of the Learning Branch, Employment and Skills Development Canada (ESDC). He also served in other positions within ESDC, including Associate Assistant Deputy Minister, Strategic Policy and Research Branch, and, within the same Branch, as Director General, Labour Market Policy, and Director General, Strategy and Integration.

Mr. Sutherland has worked in the Canadian federal public service for over 25 years. As a public servant, Mr. Sutherland has held policy, planning and research positions in the Privy Council Office, the Policy Research Initiative, the Department of Global Affairs, and the Department of Innovation, Science and Economic Development.

He holds degrees from the John F. Kennedy School of Government, Harvard University (MPP) and Queen’s University (BA Hon).

Mr. Sutherland lives in Ottawa, Ontario with his spouse and three children.

M. Allen Sutherland a été nommé secrétaire adjoint du Cabinet, Appareil gouvernemental, au sein du Bureau du Conseil privé en mai 2014. D’autres fonctions reliées aux Institutions démocratiques ont été ajoutées à son portfolio en septembre 2016. Dans le cadre de ce poste, il fournit des conseils au Premier ministre sur la structure et l’organisation du gouvernement, y compris sur le processus décisionnel du Cabinet, les relations avec le Roi et la gouverneure générale, l’interprétation et l’application des conventions et des principes constitutionnels à la base du gouvernement responsable, la protection de la démocratie contre la mésinformation et la désinformation, le fonctionnement efficace des institutions démocratiques ainsi que les rôles et les responsabilités des ministres.

Avant cette nomination, il a occupé le poste de sous ministre adjoint à la Direction générale de l’apprentissage d’Emploi et Développement social Canada (EDSC). Il a également occupé d’autres postes au sein d’EDSC, y compris celui de sous ministre adjoint délégué à la Direction générale de la politique stratégique et de la recherche et, toujours au sein de cette direction générale, les postes de directeur général, Politique du marché du travail et de directeur général, Stratégie et intégration.

M. Sutherland travaille à la fonction publique depuis plus de 25 ans. En tant que fonctionnaire, il a occupé des postes liés aux politiques, à la planification et à la recherche au Bureau du Conseil privé, dans le cadre du Projet de recherche sur les politiques, ainsi qu’aux ministères des Affaires étrangères et du Commerce international et à Industrie Canada.

Il a obtenu des diplômes de l’école d’administration publique John F. Kennedy, Université Harvard (maîtrise en politique publique) et de l’Université Queen’s (B.A. avec distinction).

M. Sutherland demeure à Ottawa, en Ontario, avec son épouse et ses trois enfants.
