    Description

    This course equips mid-to-senior level policy leaders with the practical tools and knowledge needed to navigate government transitions. Participants will gain an in-depth understanding of the essential roles played by the public service and the challenges associated with this critical process.  We will also discuss how to prepare briefing materials that are consistent with an incoming government’s priorities, and how to establish trust with a new Minister  

    Learning Objectives:

    By the end of this course, participants will be able to:

    • Identify and navigate the key phases of government transition (planning, election, post-election, and consolidation) with a clear understanding of the public service's role in each phase.
    • Identify and understand the roles played by various stakeholders, including political parties and the public service, during the transition process.
    • Evaluate potential challenges in the transition process, such as mis- and dis-information, and develop strategies to address these in the context of their role. 
    • Prepare effective briefing materials for new ministers ensuring that content is aligned with the objectives of the incoming government.
    • Ensure that their organization is perceived as trustworthy, professional, and capable of supporting new leadership and the incoming government’s orientation.

    Facilitators

    Toby Fyfe is a seasoned senior executive with experience in both the public and not-for-profit sectors. As a senior federal government executive, he led teams at the Privy Council Office and Treasury Board of Canada Secretariat as well as in line organizations such as Consumer of Corporate Affairs Canada, the Canada Information Office and the Office of the Commissioner of Official Languages.

    He was President and CEO of the Institute on Governance for five years after serving as the Vice-President Learning.

    As a management consultant he has worked with a number of public sector organizations to improve performance, including the RCMP where he worked on the design and implementation of a continuous improvement and transformation initiative.

    Before joining the federal government, he was a CBC Radio news and current affairs producer for seventeen years.

    He is a Senior Fellow and Adjunct Professor at the Queens University School of Policy Studies (SPS) and an Adjunct Professor at Carleton University’s School of Public Policy and Administration (SPPA).
