Ray Edwards is a former senior federal executive and executive coach with over 40 years of experience leading complex policy, regulatory, and organizational transformation initiatives across the Government of Canada.

 He most recently served as Associate Assistant Deputy Minister for Spectrum and Telecommunications and Chief Equity and Inclusion Officer at Innovation, Science and Economic Development Canada, where he led national telecommunications regulatory frameworks and advanced connectivity to rural and remote areas of Canada and enterprise-wide equity, diversity, and inclusion strategies.

 In addition, Ray held senior executive roles for more than two decades at Health Canada, the Public Health Agency and Agriculture and Agri-Food Canada. His experience spans regulatory reform, digital service transformation, national program and service delivery both to business and citizens, and federal–provincial–territorial negotiations, as well as international policy collaboration.

He is known for bringing diverse stakeholders together to build consensus and for fostering leadership cultures grounded in trust, accountability, and inclusion. His current work focuses on executive development, leadership alignment, and strengthening organizational health in times of change.

 He holds a Bachelor of Science in Biology and Genetics from the University of Toronto, along with advanced training in executive coaching, public sector leadership, and organizational transformation.

Outside of his professional work, Ray is an avid cyclist, traveller, and saxophone player, and enjoys spending time with his family.
