Mohammed Abdulkareem

As Director of Learning Operations at the Institute on Governance (IOG), Mohammed oversees leadership programs, custom courses, and virtual offerings, while managing operations, contracts, and finances to ensure high-quality delivery. Since joining IOG in 2016, he has held progressive roles including Project Manager, Program Executive, and Director of International Programs.
With over two decades of domestic and international experience, Mohammed has worked on development, humanitarian, and engineering projects within the United Nations family of organizations and across the public and private sectors in Iraq and the Sultanate of Oman. Before joining IOG, he served with the UNDP in Iraq as Project Manager for the Public Sector Modernization Program and spent 10 years with UNICEF managing both regular and emergency response programs. These roles gave him deep knowledge of governance reform, post-conflict recovery, and multi-partner coordination. In recent years, Mohammed has worked on four GIZ-funded projects aimed at strengthening local governance, improving citizen services, and fostering civic participation in Iraq, giving him firsthand experience in advancing good governance and building institutional capacity in complex environments.
Mohammed holds a Master’s in Management of Development from the University of Turin and a Bachelor of Science in Civil Engineering from the University of Baghdad. He works fluently in English and Arabic.
