François Morissette is a certified executive coach, strategic advisor and former executive with over 25 years’ experience in public sector leadership and management. 

An executive for 20 years, François led a succession of ESDC and Service Canada teams and business lines, including: Chief of staff to a Deputy and several ADMs, digital services, communications, corporate secretariat, and strategic policy.  Notably, he chaired ESDC’s 500-strong Executives’ Network for five years and mentored over 25 managers and new executives through ESDC’s Mentoring Program.   As well, he co-chaired government-wide networks with central agencies, including the GoC-wide Web Managers Council.  

A coach and consultant since 2022, François now helps public sector leaders and teams, with a focus on leadership development, pragmatic tools to support people, and change management.

As a coach, Francis helps leaders reflect on and meet career challenges.  He provides a safe sounding board and challenge function to help leaders identify key issues, possible solutions and a path to achieve their goals. 

François mentors new leaders to demonstrate leadership competencies expected at executive levels and in their performance agreements. As well, François develops and delivers tailored training on a broad range of leadership and management issues, often as part of large change exercises.  

François is an Associate Certified Coach (ACC), accredited with the International Coaching Federation.  He has an Honours Bachelor of Commerce in Public Policy Management, University of Ottawa, 1991.  He completed graduate courses in public administration, Carleton University, 1996-98.  He loves jazz guitar.
