DELP is designed to be applicable to those working directly in IT as well as those in programs, service delivery, policy, or internal services. Most DELP participants are at the Director or Senior Director level (EX-1/02), however, we do also accept more senior executives, as well as managers and senior advisors/specialists (EX-minus 1 level, e.g. IT-04, EC-07).

Governments around the world are struggling to keep pace with the unprecedented disruptions and challenges in today's digital era. There has never been a greater need for executives and policy leaders at all levels of government to be digitally literate and technologically savvy.
Our highly acclaimed Digital Executive Leadership Program (DELP) is purpose-built for public sector executives at all levels of government (federal, provincial, municipal) and non-profit leaders who want to better understand the leadership challenges and opportunities in the digital era. DELP provides public sector executives with the digital literacy and leadership skills they need to be effective decision-makers in this rapidly changing policy and service delivery space.
Designed in partnership between IOG and Think Digital, it was created by program director Ryan Androsoff, a co-founder of the federal government's Canadian Digital Service and an international expert in Digital Government.
Led by experienced practitioners in public sector digital transformation, DELP explores major digital trends and the implications and opportunities for government operations and service delivery. Key concepts that are covered during the four day-long bootcamp include:
- Design thinking
- Agile methods
- Policy implications of new technology
- Disruptive technology including Artificial Intelligence and the Metaverse
- Data analysis and storytelling
- Digital and data ethics
- The future of work
- Approaches to managing and leading digital teams
- Accessibility and sustainability
The program will be run as a week-long in-person intensive, 9-5pm each day at IOG's offices in Ottawa's ByWard Market. A dinner event with a speaker provides participants with an opportunity to further deepen connections with their peers and explore how they can take practical steps to transform their organizations.
Since the program was first launched in December of 2018, we have welcomed over 250 participants from 38 federal government departments, as well as provincial and municipal governments across Canada.

Hands-on Experience with Virtual Reality Technology!
A unique feature of DELP is our use of fully immersive virtual reality to introduce participants to the newest frontiers of digital collaboration. You will be provided with access to a Meta Quest virtual reality headset to supplement our standard suite of digital collaboration tools.

Program Cost
Program fee: $8950 -- Tuition includes in-person learning sessions and evening dinner and networking event.
Tuition includes all course materials and online tools used during the course as well as access to course resources after the program is completed and inclusion in the DELP alumni network with access to exclusive events after the program is completed.
Included in the program tuition, the IOG will provide access to a Meta Quest virtual reality headset system for selected activities and will also lend a computer with all required software installed for participants who require it.
As a not-for-profit, the IOG does not collect HST.

Ryan Androsoff
Learning Partner, DELP Director; Founder and CEO, Think Digital
Ryan Androsoff is the Founder and CEO of Think Digital, a consultancy focused on helping public sector organizations to adapt and thrive in the era of digital disruption. Ryan is an international expert on digital government with a passion for public sector entrepreneurship and more than two decades of experience working with government and international organizations in Canada, the United States, and Europe. Since 2018 Ryan has partnered with the Institute on Governance to lead their digital leadership programs and to provide advisory services for a variety of government organizations to assist with their digital transformation efforts.
Ryan was a Co-Founder of the Canadian Digital Service, a startup organization within the Canadian government launched in 2017 with the mission of helping government design, prototype, and build better digital services. From 2010-16 he served as Senior Policy Advisor on a variety of digital government initiatives in the Government of Canada’s Treasury Board Secretariat, and in 2015 spent a year as part of the OECD’s digital government team in Paris, France. An experienced and dynamic presenter, Ryan has delivered hundreds of presentations over the past decade on various aspects of digital government and public sector innovation and has received numerous awards and recognitions for his leadership and expertise in digital transformation.
Amanda Clarke
Associate Professor, Carleton University
Amanda Clarke joined the faculty of Carleton University’s School of Public Policy and Administration in July 2014. Her research explores the intersections of public administration, civic engagement and information technologies. She is particularly interested in the implications of social media and related phenomena, such as crowdsourcing, open data and big data, for governments and civil society. Amanda is a graduate of Carleton University’s College of the Humanities (Bachelor of Humanities) and the Norman Paterson School of International Affairs (MA International Affairs). From 2010-2014, Amanda was a Pierre Elliott Trudeau Foundation Scholar, an Oxford University Press Clarendon Scholar, and a Doctoral Fellow of the Social Sciences and Humanities Research Council of Canada.
Jen Schellinck
Principal, Sysabee
Jen Schellinck is the principal of Sysabee and an adjunct professor at Carleton’s Institute of Cognitive Science. She founded Sysabee in 2012 with the goal of taking analysis techniques from machine learning and systems modeling and making these available to organizations who are seeking to gain the benefits of technology supported analysis and decision making. For each project, she draws from a pool of expert consultants to create a team customized to the specific needs of the project. She is also the founding member of the Data Science Experts Group, an association of data professionals that build flexible, customized solutions for data-driven companies and organizations. She remains an active participant in academic research via Carleton’s Cognitive Modeling Lab.
Mike Gifford
IOG Faculty; DELP
Mike is a Senior Strategist at CivicActions. Previously he was the president and founder of OpenConcept Consulting Inc.. For over 20 years he has worked to shape open source software and the communities around them. He is continuing to play that role in CivicActions, which has strong roots with the Drupal CMS, open source software, open data, and civic technology. Based in Ottawa, Mike continues to work to break down the barriers between government departments in the use of open source. In 2008, Mike began building a community of global experts in accessibility to help shape Drupal 6 & 7. In 2012, Mike was officially made a Drupal Core Accessibility Maintainer. Mike was the founder of A11yYOW, a Ottawa based accessibility community. This unconference/camp/meetup was part of a global community of digital accessibility advocates, working for a more inclusive world. He has presented at several accessibility conferences including CSUN & M-Enabling. Mike has also presented at DrupalCon, Drupal GovCon & the Government of Canada’s CodeFest.
Meghan Hellstern
IOG Faculty; DELP
Meghan is a human-centered designer, strategist and facilitator with more than 12 years of experience who draws on a broad toolkit to gather insights that drive impact and change in support of the public good. Meghan works as a Senior Specialist, Innovation at Canada Mortgage and Housing Corporation (CMHC), where she uses design and other innovation methods to ensure that every Canadian can afford a home that meets their needs by 2030. Prior to joining CMHC, Meghan was a Senior Project Designer at the Brookfield Institute for Innovation + Entrepreneurship (BII+E) where she led high-profile projects exploring a variety of critical policy topics including women’s entrepreneurship and artificial intelligence (AI). Before joining BII+E, she worked as the lead design strategist at the City of Toronto's Civic Innovation Office, a Bloomberg Philanthropies-funded innovation team (i-team) dedicated to using human-centered design and data-informed decision-making to improve residents' lives. She has also worked with organizations like Code for Canada, Laurier University's Social Innovation and Venture Creation (SIVC), Samara Canada, the Oakville Public Library, and MaRS Solutions Lab, not to mention spending years working with the Government of Canada on a wide range of files from electoral reform and veterans affairs to digital government and indigenous affairs.
Mike Kujawski
President & Senior Consultant, Centre of Excellence for Public Sector Marketing (CEPSM)
Mike Kujawski has over 20 years of experience as a management consultant, trainer, and professional speaker for government, non-profit, and association clients in Canada and around the globe. His specialty areas include strategic marketing, social (behaviour change) marketing, strategic communications, social media strategy development, social network analysis, organizational branding, and strategic planning. He primarily works with public sector and non-profit organizations that are trying to achieve positive societal outcomes. Mike is frequently asked to speak at major conferences and events covering various topics ranging from the latest disruptive digital trends and the evolution of digital culture to ethical social (behaviour change) marketing techniques and best practices. Mike's consulting and training work stretches across four continents and involves a variety of industries ranging from health and education to justice and the environment. He has recently worked on initiatives relating to vaccine hesitancy, fire safety, drug-impaired driving, electric vehicles, anti-racism, digital currency adoption, and the impact of artificial intelligence on society. Some of Mike's clients include Bank of Canada, Canadian Food Inspection Agency, Yukon Government, Public Health Agency of Canada, Region of Peel, United Nations Development Programme, Office of the Conflict of Interest and Ethics Commissioner, Elections Canada, the Government of Kazakhstan and the Government of Sharjah, UAE. As a trainer, Mike has delivered public and in-house training workshops across Canada and internationally to thousands of public servants and non-profit workers. He has developed and instructed multiple university certificate courses, including the Professional Certificate in Public Sector Marketing Program (Carleton University), the Certificate in Digital and Social Media Strategy for Social Good (Carleton University), and the Social Media Engagement Certificate (Brandon University), all geared specifically at the public and non-profit sectors.
