Redefining Work in the Public Service
The first session in the IOG Speaker Series (Navigating Today’s Public Service Challenges) took place on November 20, 2024, focusing on Redefining Work in the Public Service. The event explored whether today’s workplace is prepared for a disrupted future.
The session examined the shifting public service landscape, including hybrid work, digital transformation, and resilience in a post-COVID-19 environment. Attendees gained insights from top leaders in the field:

Moderated by Catherine Morrison (Ottawa Citizen), the panel provided crucial strategies for addressing today’s workforce challenges.
This session was part of a series designed to bring leaders and innovators together to address Canada’s public service challenges, from workforce transformation to intergovernmental collaboration. It was a must-attend for ADMs and DGs looking to navigate a complex future.

Siobhan Benita (Global Government Forum)
Siobhan has been an executive advisor to Global Government Forum since 2020. For the past three years, she has facilitated the Global Government Summit – a unique annual event where the world’s most senior public servants explore the challenges faced by civil services around the world – and in August 2024 she co-authored the report “Making Government Work: Five pillars of a modern, effective civil service”.
Christiane Fox (Deputy Clerk, Privy Council)
Christiane Fox is Deputy Clerk of the Privy Council and Associate Secretary to the Cabinet. She is concurrently serving as the Deputy Minister of Intergovernmental Affairs. Prior to her appointment as Deputy Clerk, Christiane held several deputy minister roles across the public service. She is the Deputy Minister Champion of the Federal Youth Network.
Graham Flack (Former Secretary, Treasury Board of Canada)
Graham Flack retired from the Public Service in February 2024. He most recently served as Secretary to the Treasury Board and prior to that as Deputy Minister of Employment and Social Development Canada. He has held senior executive roles at multiple departments and was Deputy Secretary to the Cabinet at the Privy Council Office. Graham is the founding chair of the Deputy Minister Committee on Innovation and Deputy Minister Champion for Dalhousie University.
