Gaafar Sadek is on assignment with the IOG since September 2020. He is the Executive Director of “CanGovBetter,” a public service reform initiative studying the institutions and processes that make up better democracies.  

Gaafar has valuable and wide-ranging executive experience in the federal public service, with technical expertise in all areas of training, learning, and organizational and leadership development. In his most recent position prior to joining the IOG, he drafted the Canada Revenue Agency’s Future of Learning Strategy and led one of the largest and most advanced learning divisions in the public service. He has experience in large project management, policy and strategy, IT management (development, maintenance, and infrastructure), HR programs, online publishing and multimedia services, communications and public outreach, official languages, occupational health and safety, employment equity, organizational transformation and change management.  

Gaafar is also an active interdisciplinary academic. He studied philosophy, translation studies and intellectual property law, and has academic competence in social development, policy, globalization, digital economies, knowledge societies, sociology, ethics and religious studies. His deconstruction of the translation right within the international intellectual property regime in his dissertation was proposed for the award of the best doctoral thesis in Canada.
