Vice-President, Policy, Programs and Communications, Atlantic Canada Opportunities Agency (ACOA)

Daryell Nowlan has been an assistant deputy minister (vice-president) at ACOA since June 2013. 

He is responsible for the management and operations of ACOA’s various economic development initiatives, including the Agency’s grants and contributions programs, to foster business growth in the Atlantic region. He is also responsible for ACOA’s policy, programs and communications functions.

Mr. Nowlan has held various positions at the Agency’s headquarters and regional office, including Director General of Policy, Director of Community Economic Development, and a variety of management positions in the areas of policy and programs. He has worked extensively in federal-provincial relations, industrial benefits, innovation, and community and business development, in collaboration with the business community, the provinces, academia, and non-profit stakeholders.

Mr. Nowlan is a member of the Atlantic Federal Council Executive Committee. He is also chair of the Association of Professional Executives of the Public Service of Canada (APEX).

Mr. Nowlan is ACOA’s LBGTQ2+ champion with a commitment and vision to ensure ACOA is a safe workplace where employees can be their true selves.

Mr. Nowlan grew up in Summerside, Prince Edward Island. He holds a Bachelor of Business Administration and a diploma in public administration from the University of Prince Edward Island, as well as a Master of Business Administration degree from the University of New Brunswick.

In his free time Mr. Nowlan is an active curling coach, having coached at over 20 national in international Championships.  Most recently coaching the Candian Bronze medallists at the Scotties Tournament of Hearts.
