Degrees:   BA (Hon) English & French (University of Victoria); MA Public Policy and Administration (Carleton University); MSc Labour Economics (London School of Economics). 

Catherine Waters is Senior Practice Lead in the IOG Leadership and Learning Centre. She has extensive experience as a consultant, researcher and instructor/facilitator in the areas of public management, public sector leadership and public policy.   

Over a thirty-year career, Catherine has worked in Canada, the EU and the UK in business development and employment relations.  She worked at British Telecommunications plc as an HR executive, specializing in labour negotiations, employment relations and training and development.  Since returning to Canada, Catherine has designed and delivered training for public servants at the federal, provincial and territorial levels of government. Her experience in adult education and pedagogical design includes lectureships at Carleton University and Algonquin College, and professional development for Certified Management Accountants. 

Catherine has a particular interest in and commitment to Indigenous peoples of Canada and in particular the North. Catherine’s work for the IOG includes working with the Government of Nunavut (GN), designing, developing and delivering custom leadership and policy training to GN employees. 

Catherine holds a BA in English and French (Honours), an MA in Public Policy and Administration, and an MSc in Labour Economics (With Distinction) from the London School of Economics.
