In the Fall of 2001, the United Nations Development Programme's Regional Bureau for Europe and CIS (UNDP RBEC) initiated the pilot phase of a sub-regional project designed to strengthen government citizen communications in six countries: Estonia, Hungary, Lithuania, Poland, Slovakia and Slovenia. This report provides a summary of summaries--an overview of common communications environments, influencing factors, findings, recommendations and next steps.
