Digital era organizations live or die based on their ability to attract and retain the right types of talent. Yet in this dynamic and competitive environment many of our public sector HR processes and approaches are still very much rooted in an industrial-era mindset. How can we maintain the need for government to have a non-partisan, merit-based hiring process while adding in the flexibilities to attract modern digital skill sets into the public sector? This webinar will examine case studies from various jurisdictions to learn about new approaches to developing HR practices that are adapting to the realities of the digital era to help attract the skill sets and competencies that are needed to advance the digital government vision.

Neil Bouwer

Vice-President of Innovation and Policy Services at the Canada School of Public Service

Neil Bouwer is currently the Vice-President of Innovation and Policy Services at the Canada School of Public Service. He has also served as an Assistant Deputy Minister at the Treasury Board of Canada Secretariat, Natural Resources Canada, the Canadian Food Inspection Agency, and the Privy Council Office of Canada; and in executive positions at the Financial Transactions and Reports Analysis Centre of Canada, Human Resources and Social Development Canada and the Business Development Bank of Canada. He has also worked at the Department of Finance and Western Economic Diversification Canada, and has Economics degrees from McGill University and St. Thomas University. Neil actively supports the Government of Canada policy community, the Advanced Policy Analyst Program and the Free Agent HR Program.

Managing Director, Code for Canada

Lia is the Managing Director of Code for Canada, a national civic tech nonprofit. She has a multidisciplinary background that includes urban planning, education, and community building. Lia is a former chair of the Civic Tech Toronto steering committee, and helped to launch Code for Canada's fellowship program, which prepares and supports tech and design professionals for residencies in governments across Canada

Solutions Specialist, SAS

Upon joining SAS in August of 2007, Jon’s primary focus has been working with Federal, State, and Local government and commercial customers to understand organizational effectiveness and their performance against stated objectives. He leverages his past experience to help customers implement industry leading performance management, workforce analytics, costing, and fraud prevention solutions through the integration of technology, processes, people, and methodologies. Prior to joining SAS, Mr. Lemon was a Budget Director at the Department of Homeland Security where he formulated, executed, and managed over $5 billion of appropriated funds annually. Jon also worked with Booz Allen Hamilton where he honed his skills in performance management and fraud detection and prevention while supporting various Chief Financial and Program Management Offices throughout multiple federal civilian and defense agencies. He earned his MBA degree from the Florida Institute of Technology and also holds a Finance Bachelor of Science degree from the University of North Carolina at Wilmington.

CEO of U.Group​​

Lena Trudeau is CEO of U.Group, a digital transformation partner solving complex problems and creating new opportunities in the public and private sectors. An early advocate for government modernization, Lena spearheaded the creation of 18F, an in-house digital services team at the U.S. General Services Administration (GSA), and brought a similar model to the Canadian Digital Service (CDS). Lena’s expertise was also tapped in the private sector as she led the Amazon Web Services Public Sector (AWS PS) global expansion, and headed up the AWS PS business in Canada.

Lena currently serves as a board member on the Canadian American Business Council, and chairs the policy committee. She is a frequent commentator, speaker, and advocate on issues of digital adoption, digital inclusion, and women in technology. Lena received an MBA from the University of Western Ontario and an undergraduate degree from the University of Ottawa.
