PGEx: A Quantitative Analysis of the Canadian Public Sector

Much of the DGO spectrum including schools, hospitals and utilities – have been with us for generations. More recently, other organizations have joined the fold including Government Business Enterprises (GBEs), special operating agencies, boards, commissions and trusts. Some of these have been spun off from core organizations while others have been purpose-built to perform specialized functions. DGOs come in all sizes and shapes, but can be distinguished for their lack of a direct, vertical relationship to a “parent” ministry or department. As a result, they have greater managerial and operational flexibility and are less subject to partisan political influence than organizations that operate closer to the core of government.
