The Institute on Governance and Dalhousie University are launching a unique Inter-Jurisdictional Executive Leadership Program for leaders and managers in Nova Scotia who work in the municipal, provincial and federal spheres.
The IOG/Dalhousie Inter-Jurisdictional Executive Leadership Program is for committed public service managers and executives who want to improve their leadership competencies and skills in order to function more effectively in an inter-governmental environment.

The value proposition
In an increasingly interdependent world, issues and files are no longer black and white. While clearly specific jurisdictional roles exist, the challenges facing regional leaders require collaboration, if not outright coordination, between all three levels of government.
Leaders working in this grey zone need practical collaborative skills, resilience and the ability to manage through ambiguity so as to create working relationships to address socio-economic issues.
The IOG/Dalhousie Inter-Jurisdictional Executive Leadership Program will provide strong foundational capabilities, as well as build institutional capacity, by providing leaders with the tools to manage in the new and evolving inter-jurisdictional, inter-sectoral and interdependent world.
Participants attending the IOG/Dalhousie Inter-Jurisdictional Executive Leadership Program will:
- Gain an enhanced understanding of governance across jurisdictions.
- Experience coordinated problem-solving of complex issues with partners in other levels of government.
- Develop a concrete network of contacts crossing government boundaries.
- Create a personal portfolio of leadership resources.
Participants from the three levels of government will meet in the Executive Training Suite of Dalhousie’s Faculty of Management in Halifax for one evening and day a month over the 8-month period starting October 4, 2016. There will be a 2-day session at the beginning and closing of the program.
Each month, on-line material including readings, case material, and discussion points, will be offered via the course learning management system. Participants will have the opportunity to review background material, apply it, and discuss their approaches with team members from other levels of government, contributing to, and learning about, an evolving inter-jurisdictional perspective.
A unique aspect of the program is a shared real-life complex project in which participants from the program are divided into inter-jurisdictional groups, including the federal government, the Nova Scotia government, and the municipal sector.
Over the eight months, each group will develop an implementable action plan for developing an “economic cluster”.
There will be specific assignments throughout the year leading toward a final presentation to leaders at all three levels of government.
Criteria for participation
Participants in the IOG/Dalhousie Inter-Jurisdictional Executive Leadership Program should:
- Have at least 2 years of supervisory experience in either the federal, provincial or municipal sector
- Obtain the organization’s willingness to sponsor the tuition.
The cost for this 8-month program is just $15,000. As a not-for-profit, the IOG does not charge HST.

IOG and Dalhousie: Partners in Executive Leadership Excellence
The IOG/Dalhousie Inter-Jurisdictional Executive Leadership Program provides busy public sector executives with both theoretical and practical experience and tools so that they can do their jobs better. The Institute on Governance team of former senior public servants from in the policy and program areas and from both the federal and provincial domains will be supplemented by expertise from the Dalhousie School of Public Administration.
The IOG has developed a highly successful Executive Leadership Program, given in Ottawa, for executives. With participants from the federal and provincial levels, the Executive Leadership Program is in its fourteenth cohort, and has proven time and again that it prepares leaders to actively contribute to major transformation and employee management while meeting the on-going challenges of a fast-paced working environment.
Dalhousie, via its MPAM program, has an established history training leaders in the Atlantic region. The Masters of Public Administration has over 400 graduates across the country, at all four levels of governance. It has allowed graduates to move to progressively more demanding and complex positions, and to effectively respond to the challenges of modern governance.
The Inter-Jurisdictional Executive Leadership Program brings together the best in theoretical and practical experience based on the experience of the Dalhousie School of Public Administration and Centre for Advanced Management working with the Atlantic Canada public sector and built around the IOG leadership framework for public sector leaders that includes as competencies collaboration, resilience, dealing with ambiguity, leading through transformation, digital literacy and critical thinking/decision-making.
Both organizations will contribute to ensuring an appropriate blend of applied and theoretical knowledge and to a multidimensional learning experience.
This proposed eight month inter-jurisdictional leadership program builds on the current program and competencies to meet the needs of executives and managers at all three levels of government, specifically in the Atlantic region.
