Summary
This one-day course provides an overview of how policy is developed within the federal government context. We offer this course to help you make sense of a number of complex factors that are an enduring feature of the public policy landscape, while keeping the interests of Canadians at the forefront of policy formulation. It will provide you with a sound understanding of the policy development process, of relationships with networks of decision-makers and an appreciation of the reality that public policy in Canada is a shared responsibility and a number of actors play important roles.
Who should participate in this course?
This course is designed for policy professionals with less than three years experience or those who work closely with them. It will also be of interest to non-policy professionals who require an understanding of the policy development process to function more effectively in their roles.
Participants will be able to:
- Implement the policy development processes from problem identification to action-oriented solutions
- Interact with key players that need to be involved in the policy process (in your department, at the central agencies, and beyond)
- Use research and analysis, options in developing options, impacts of options, recommendation of policies and strategies for implementation
- Use political acuity, judgment and networking to successfully navigate the process
- Tips, examples and best practices for successful outcomes
What you can expect
The course is delivered with seasoned policy practitioners, guest speakers and practical exercises and cases that reference real-life situations to help you build your policy making “toolkit.”
Course fee
The cost of this course is $990 (no HST) per person. The price includes expert facilitation, lunch and course materials. Registration is done through an online registration system where you can select to pay by credit card or request an invoice.

At the IOG premises at 60 George St. in the Byward Market, downtown Ottawa.

Our courses run from 8:30 am – 4:30 pm.
Why public policy development is important
Prime Minister Harper has said that policy is about connecting people within and outside government and about bringing ideas to life.
Policy analysts, program officers and managers work in a complex environment of conflicting demands, expanding knowledge, multiple stakeholders, and issues that cut across departmental and agency mandates and jurisdictions. Making sense of all of these elements, while keeping the interests of Canadians at the forefront of policy formulation, requires a sound understanding of the policy process, of relationships with networks of decision-makers, and of the policy instruments that are available to address modern policy problems.

The IOG value-added
All IOG courses are prepared and taught be those who have held senior positions in the federal government. They are guided by a Learning Committee of senior federal government public servants which is chaired by the DM of AAFC, John Knubley.
Course fees include a follow-up coffee discussion and networking session (with your colleagues) where you will be able to discuss challenges faced and successes met when you tried to implement our strategies.
