Citizen Engagement

Participation in the policy-making process is not reserved to government officials alone. Citizens, NGOs, associations, business and academia have ideas, talents and experiences that can have significant impact. Over the past decade or so, there have been increasing opportunities for ordinary citizens to participate in policy-making on a range of issues, from community planning to political reform. A variety of innovative methods have been used to involve the public, including citizens' assemblies, deliberative polls, town hall meetings, electronic dialogue, etc.

A precursor to engaging citizens in policy development is clear communications around mutual responsibilities. What can or must government do? What are the rights and duties of citizens? Where are the grey areas? How can messages be successfully exchanged? Citizens need a range of tools to build common solutions and think through how implementation can best be achieved. While much has been done to involve citizens, we must look at the most effective means to do so.

The IOG has helped clients explore the answers to such questions.  We have investigated current procedures and made recommendations to improve practices. We have helped to spread understanding of new behaviours within government and civil society representatives. The IOG has experience in needs analysis, developing strategic and implementation plans for engagement; designing, managing and facilitating engagement initiatives (live or web-based); preparing input analyses and reports; and providing advice on policy partnerships.
