Coaching Services

The Institute on Governance offers coaching to executives and officers at all levels of government, the private and the not-for-profit sectors in the development of their leadership skills. We offer coaching services in both French and English. Rates are identified on a case-by-case basis.

Our IOG coaches.

  1. Maryantonett Flumian – Maryantonett possesses significant experience in coaching executives in their leadership development, not only in connection with the development of leadership competencies and skills for Assistant Deputy Ministers and Associate Deputy Ministers at the federal level, but Maryantonett also developed Ottawa University’s executive leadership program and provided coaching to participating federal, provincial, municipal, private sector and non-profit leaders.  She led massive federal change and transformation initiatives, involving all levels of government and provided coaching and strategic advice to entire teams and networks of executives in this context.

  2. Bruce Holden - Bruce has extensive experience as a career coach, both within the public service of Canada, and in his 'second career' as a consultant.  Prior to his retirement, he was Visiting Assistant Deputy Minister at the Leadership Network of the former Public Service Human Resources Management Agency where he provided career counselling to the Assistant Deputy Minister community.  Subsequently, he worked with the Personnel Psychology Centre of the Public Service Commission as an Executive Counsellor, coaching Executives, and EX minus 1s, on performance, career management and interview preparation priorities. His forte is working with Executives who are experiencing performance problems and who are seeking coaching on how to reinvent their public service career.

  3. Paul Migus - Paul has extensive coaching experience, having assisted many executives in realizing that every conversation will make a difference towards a greater professional and personal possibility; and, in many cases leading towards becoming successful ADMs.  As a graduate of the Mastery of Coaching program, Paul has led major federal transformation initiatives, involving all levels of government, and provided coaching, mentoring and strategic advice to executives and their teams seeking breakthroughs and significant commitments to change. Building upon his experience as an ADM in both the Canadian and Australian public services, as a former Chief of Staff to Ministers, as CEO and Head of state-owned enterprises, and as a consultant specializing in executive performance, Paul currently works with executives internationally and domestically offering governance, strategic leadership guidance and career transition services.

  4. Stephen Tsang - Stephen is a former executive in the Public Service of Canada with expertise and extensive experience in a broad spectrum of policy-related functions.  He has also served as a mentor and coach to numerous public servants, providing advice on career planning and self-development, as well as on preparation and strategy related to competitions.  He often utilized his many years of experience in resolving different situations to assist individuals in developing a creative approach to problem solving. In helping clients design effective career-building strategies, Stephen’s objective is to inspire, challenge and influence them to maximize their potential and performance, and to achieve career goals.  He believes in a flexible approach that is based on empathy and mutual respect, with realistic and candid advice and feedback in order to support clients in formulating concrete solutions that are clear and focused. 

  5. Vicky Johnston – Vicky draws on her in-depth knowledge and experience as an executive in government policy and expenditure management, in coaching in these areas of expertise.  Based on her long-standing role in coaching and mentoring program analysts in Treasury Board Secretariat, she coaches group and individual clients, building on their personal and professional strengths to set and meet their goals and expectations, and to develop effective strategies for dealing with specific challenges and opportunities.

  6. Suzanne Sarault – Suzanne is a natural adult educator, who is a very good listener and is truly genuine. With many years of experience in coaching and mentoring public servants at all levels, Suzanne will support you and guide you in your day-to-day activities and in the pursuit of your career goals. She will ask the right questions that will get you to explore your thoughts, ideas and feelings in full confidence.  Suzanne can also help you as you prepare for an interview or if you are going through a career transition.  You will feel at ease with her down-to-earth approach, her friendly demeanour and her passion for public service.

  7. Bruno Bonneville- With over 30 years of experience in the senior public service, Bruno has considerable experience to share in areas of policy development, strategic planning, negotiation, mediation and conflict resolution. As the former Head of two independent federal agencies, Bruno is also being called upon to provide guidance in the establishment and management of statutory arm’s length research and advisory bodies. Finally, having chaired numerous Boards of directors in the fields of education and health, Bruno offers governance advice to presidents, CEO’s and directors of public, private and civil society organizations.

  8. Marg Offord - With over 20 years of experience in the public, private and non-profit sectors, in coaching, project and program management, human resources and as a Board member, Marg has a depth of expertise to help executives succeed.  Marg is passionate about providing practical tools for real results as well as feedback that builds confidence and credibility.  She is known for using her intuition and insight to quickly identify possibilities within the individual to help them move forward. Some of the types of specific results her clients have had include: early wins for both positive feedback and resolving issues; and longer-term self-development; enabling the client to be successful in reaching career goals that align with the organization's mandate; team's effectiveness transformed and sustained by the client establishing the leadership required and implementing practical strategies; and leaders learning to adeptly step in and perform more senior roles. Marg is a member of the International Coach Federation.

  9. Marcel Chiasson - Marcel Chiasson is public sector executive with thirty years of experience in operational and strategic management in the public service. He has in-depth experience in business transformation, change and governance, process improvement, performance management, horizontal reviews and acquisitions. His enjoyment for helping people to become more effective as managers and leaders comes through in his coaching, teaching, and advisory roles at the Institute on Governance (IOG).
