Senior Researcher/ Analyst
Founded in 1990, the Institute on Governance (IOG) is an independent, Canada-based, not-for-profit public interest institution with its head office in Ottawa and an office in Toronto. Our mission is ‘advancing better governance in the public interest,’ which we accomplish by exploring, developing and promoting the principles, standards and practices which underlie good governance in the public sphere, both in Canada and abroad.
The IOG’s vision is to be the pre-eminent, independent Canadian source of knowledge, research and advice on governance and its continuous improvement.
The IOG works with a wide range of clients and partners, including governments, communities, business, the not for profit sector and other public purpose organizations to assess their governance and to develop programs for improvement. While much of our activity takes place in our home base in Canada, we also work with international partners and governments. The Institute:
- Provides advisory services to a wide array of organizations on strengthening governance practices including strategic planning, governance assessments and renewal, organizational structure and process, accountability and performance reporting, stakeholder engagement, partnerships and other collaborative arrangements etc.
- Provides professional development, leadership and capacity-building through courses and other learning events
- Designs and facilitates multi-stakeholder meetings and convenes events
- Undertakes applied research
- To research/analyze and prepare position papers or background papers for theme areas, programs and/or projects, the elaboration and analysis of public policy options and proposals for clients in concise written form;
- To research and prepare case studies or comparative practices on governance themes across jurisdictions, including planning and conducting interviews, synthesizing reports;
- To contribute to the intellectual growth of the IOG through commissioned research, writing policy briefs and other think pieces, attending and presenting at conferences and seminars;
- To assist in assessing research proposals and providing editorial oversight of research papers;
- To assist in the conception, design, development and management of programs, projects and special events, to facilitate conferences, workshops or training sessions;
- Under the leadership of a senior staff member, to identify and pursue business development opportunities within a defined area of governance. To participate in marketing the Institute’s services, including the preparation of proposals and responding to Request for Proposals.
Reporting Relationships & Working Environment
The Institute has a matrix management environment. The incumbent will report to a single senior staff member but should expect to work for several individuals concurrently on different projects and must be able to balance priorities accordingly. The Institute is small (30 full time staff), therefore teamwork and a willingness to set your hand to what needs to be done is important. An ability to work in a fairly unstructured setting helps, as does a willingness to take initiative.
The Institute receives no core funding and relies on projects funded by client organizations for its revenues. It is therefore a fairly entrepreneurial place. The pace of work can be intense at times; deadlines and priorities may be subject to change at short notice and professional standards are high. People who have worked in the IOG in the past tend to say that the working environment is demanding but enjoyable and collegial. Staff development is encouraged through both formal and informal means.
Qualifications: Professional & Personal
- Knowledge of Canadian public administration, political science and the function of government and governance issues;
- A Masters degree plus four or more years related work experience;
- Substantive knowledge of other facets of governance related to the themes of IOG work. Candidates with knowledge and/or experience in any of the IOG’s theme areas will have an advantage;
- Experience in policy analysis & research (interviewing skills, internet research, literature surveys, etc.);
- Experience in business development and writing proposals for clients;
- Excellent interpersonal skills; able to get things done through others; ability to deal well with senior people in person and on the phone;
- Excellent written and spoken English; good at synthesizing material, note-taking and accurate summarizing; clear style; (a writing test is part of the interview process).
- Ability to work in an unstructured environment; self-starter; self-reliant; good team worker; clear thinker and well organized, with close attention to detail;
- Ability and willingness to travel when required; and
- Strong computer skills (Word, Powerpoint, Excel)

This position is based out of the Institute’s Ottawa office.
$50,000.00 to $60,000.00
