IOG President featured in Ottawa Citizen
On April 26th, 2010, Maryantonett Flumian, President of the Institute On Governance, was featured in an Ottawa Citizen article concerning government hiring reform. The piece, written by Kathryn May, details the lack of improvement in government staffing processes following the implementation of the Public Service Modernization Act five years ago.
Mrs. Flumian is quoted as saying that a big problem is that some departments simply introduced the new hiring procedures on top of the old ones. “People never pay enough attention to undoing the old ways to pave the way for the new,” she notes. “For cultural transformations and managing big changes like that, you have to put as much effort into eradicating the old as you are bringing in the new.”
